Badan Nasional Penanggulangan Terorisme (BNPT) mewaspadai jaringan terorisme dari luar negeri berkembang di
Indonesia. Terlebih jaringan terorisme ISIS yang kini tengah merekrut anggota dari seluruh negara termasuk Indonesia.
Kepala BNPT Saud Usman Nasution menjelaskan, secara historis ancaman aksi terorisme dari anggota kelompok jaringan terorisme di luar negeri sangat besar. Kendati kini aksi itu sangat minim. Namun bukan berarti itu terhenti. Mereka tengah menyiapkan tenaga, persenjataan dan dukungannya.
Saat ini, BNPT pun tengah bersiap menghadapi kelompok ISIS di
Irak dan Suriah yang akan kembali ke
Indonesia. Mereka dikhawatirkan akan beraksi di Tanah Air.
"Kita bercermin dari arus balik kelompok JI dari
Afganistan sejak tahun 1990-an, sudah banyak aksi dan banyak korban sehingga antisipasi itu. Kita juga antisipasi berkembangnya arus balik dari kelompok ISIS yang kembali dari
Irak atau Suriah. Kita siapkan personel agar siap dan mampu," ujar
Saud di Lapangan Paskhas Yogyakarta, Selasa 3 November 2015.
Sekretaris Utama BNPT Mayjen TNI Abdul Rahman Kadir menyatakan, jumlah WNI yang terlibat jaringan ISIS hingga kini mencapai
500 orang. Angka itu masih harus divalidasi lantaran data tersebut berasal dari sumber berbeda. Sebab data kepolisian ada 200.
Belum akuratnya data yang dimiliki BNPT ini, kata
Kadir, berkaitan dengan sulitnya pendataan WNI yang pergi ke
Suriah. Sebab mayoritas WNI yang pergi ke sana tidak langsung menuju
Suriah namun ke negara lain dengan alasan umrah atau wisata.
Karena itu, ISIS menjadi jaringan yang tidak bisa disepelekan. Masyarakat, tidak perlu takut, tapi harus tetap waspada.
"ISIS setiap tahun berkembang pesat dan mengkhawatirkan. ISIS jadi kekuatan global baru. Kemampuan mereka menjaring pejuang asing sangat tinggi dari berbagai negara termasuk
Indonesia. ISIS awalnya milisi di
Irak tapi saat ini menjadi gerakan global," ujar
Kadir dalam workshop pencegahan paham radikal terorisme dan ISIS di UMY.
Sementara, anggota Komisi I DPR Syaiful Bahri Anshori membandingkan,
Prancis yang dikenal memiliki proteksi yang tinggi saja masih bisa kebobolan, apalagi Indonesia.
"Bayangkan saja,
Prancis yang negaranya begitu
secure (aman) dan ketat terhadap pendatang dan paham-paham radikal, bahkan teknologi canggih, justru kebobolan," ucap
Syaiful di Gedung DPR, Senayan, Jakarta, Selasa 17 November 2015.
Syaiful mengingatkan
Kementerian Luar Negeri agar selalu memonitor keberadaan warga negara Indonesia (
WNI) yang berada di luar negeri, terutama para tenaga kerja Indonesia (TKI). Sebab targetnya adalah WNI yang bekerja di luar negeri.
"Informasi yang masuk ke saya sudah sekitar 1000-an WNI yang direkrut ISIS di luar negeri sana. Jadi Menlu (Retno LP Marsudi) harus terus koordinasi dengan
Polri dan TNI," tandas Syaiful Bahri Anshori
Polri sendiri mencatat 384 WNI sudah terkonfirmasi bergabung di kelompok ISIS. Namun tak menutup kemungkinan jika jumlah warga
Indonesia yang bergabung dengan kelompok militan itu lebih banyak dari data yang terkonfirmasi.
Di antara ratusan yang tergabung dan mengenyam pendidikan militer di Suriah, 46 di antaranya diketahui sudah kembali ke Tanah Air. Mereka saat ini sedang dalam pengawasan kepolisian.
"Sebanyak 384 yang sudah
confirm nama-namanya. Tapi mungkin yang berangkat bisa lebih dari itu. Data di kita kurang lebih 46 (yang kembali ke Indonesia). Kita monitor semua," ucap Kapolda Metro Jaya Irjen Tito Karnavian di kantornya, Jakarta, Rabu 18 November 2015.
Sementara Ketua Umum PBNU KH Said Aqil Siradj menyebutkan, sudah ada 800 lebih masyarakat Indonesia yang bergabung dengan ISIS. Mereka bergabung melalui doktrinasi yang dilakukan orang Indonesia sendiri.
"Ada 800 lebih orang Indonesia yang bergabung dengan ISIS. 30 orang di antaranya sudah tewas," ujar Said Aqil di sela pembukaan Kongres Fatayat NU XV di GOR Kertajaya, Surabaya, Jawa Timur, Sabtu 19 September 2015.
Kelompok radikal yang pernah berlatih di Timur Tengah juga menjadi ancaman. Kapolri Jenderal Pol Badrodin Haiti mengendus adanya keterkaitan antara jaringan Mujahiddin Indonesia Timur (MIT) dengan kelompok radikal ISIS. Ia mencurigai ada sejumlah aliran dana yang masuk dari ISIS ke kelompok teroris pimpinan Santoso itu.
"Ya ada, dia punya hubungan dengan kelompok ISIS yang ada di Suriah. Tetapi ada juga yang dari dalam negeri. Tentu sumbangan-sumbangan (dari ISIS) itu juga ada," ungkap Badrodin di kompleks Mabes Polri, Jakarta, Jumat 21 Agustus 2015.
Untuk itu, sambung Badrodin, pihaknya terus melakukan operasi dan pengejaran terhadap kelompok Santoso di Poso, Sulawesi Tengah. Menurut dia, jika tidak ditindak tegas dikhawatirkan Santoso cs dapat berkembang di wilayah timur Indonesia.
